If the driveway is cement, I would say yes.. However, filling small holes may not stick. I would use a caulk prepared cement repair that is sold in a tub. It should have better sticking ability.
No, this is for patching stucco walls. It would not hold up to foot traffic walking on it.

I used this to fill small chips and small cracks along concrete wall on the side of my steps. Not sure how deep the piece that is missing. This dries rather quickly and goes on smooth and easy to work with. You might need multiple applications if the piece that is missing is deep. Overall I am happy with the product. Hope this helps

If it is a large enough area to be patched and support drilling a new hole, I would say yes. 6" or so. Another remedy would be to put your anchors in while patching, if possible.
