A rivet gun or rivet tool is required to install these rivets. Sorry, Home Depot appears to only carry this size aluminum rivet in white. White is a popular color for connecting metal suspended ceiling support channels and cross braces that are also painted white to match the color of standard suspended ceiling tiles. The manufacturer also sells their rivets in a natural color without a finish applied through their on-line supply distribution network and has rivets that are designed for use in different industries and applications. It is also possible to paint rivets after they are installed as part of painting a project.

Rivets alone are not designed to secure materials like cloth that can stretch and or tear out easily from the edges. One method to secure materials that stretch and or tear out easily from the edges to a surface using rivets or screws is to use a fender washer (oversized washer) under the head of a rivet or screw or to use a strip of sheet metal along the edge being secured with holes drilled through it for fasteners. This is to create a sandwich between material that stretches and or tears out easily from the edges to minimize the material tearing out. The attached image is an example of a grommet kit that is used for repairing tarps and that people have also used to repair flags and maybe what you are looking for instead of rivets to help secure a flag. Grommets need to be installed a minimum distance from the edge of material to minimize tear out.

You would have to use a washer on the rivets blind side to prevent it pulling back out. Personally I would washer both sides.

All aluminum rivets like this rivet can be installed using a pneumatic operated riveter or by using a hand rivet tool as long the riveter being used has the correct nose piece size to match the mandrill of the rivet size being used. All pneumatic riveters require a minimum operating pressure to be able to compress rivets correctly. Not all rivet tools are designed to install stainless steel rivets. Have noticed that some hand rivet tools are not capable of gripping the hardened mandrills used on stainless steel rivets.
