Yes, 7/16-in Radiant Barrier OSB (such as LP TechShield) can be used on exterior walls to reduce heat transfer, acting as structural sheathing. It must be installed with the foil side facing inward toward an air space (minimum 3/4 inch) within the wall cavity to function properly.
Alternatively to what Mike said, you can install the foil side facing *out* to use it as a weather barrier, provided all seams are properly taped/sealed. However, it will not perform its radiant barrier aspect when installed in this fashion.
