Answer

I’m not sure but the only time i’ve had these screws not hold is when I over-tighten them.

What diameter holes does this bit create? Exactly 5/32" diameter? All holes I drilled were too big and tapcons didn't hold.

Do not buy a Tapcon bit. They don't hold up. That said, this bit is SUPPOSED to drill holes for 3/16" Tapcon screws, but you are right - all the holes will be too big.

vinyl post install
I bought this bit to install vinyl post ontop of concrete. This bit cut into the concrete with ease and no real effort. I was able to install my project very quickly utilizing this bit

Bought this to drill holes in ceramic pots. I did not work any better than a regular drill bit. Very disappointing.

Awful, just awful
I bought this one 5/32" 3 1/2 as well as same brand Tapcon 5/32 4 1/2. I was unable to drill a single hole in cement floor, struggled for half an hour. I looked through other drill bits I had at hand and found a carbide-tipped Milwaukee drill bit of same size 5/32. The Milwaukee bit drilled each hole through the cement floor like through butter, 20-30 seconds per around 1 1/2" hole.
