Could I use this under my concrete umbrella stand so I can move around more easily? If so, I’m not sure of best size. The umbrella base is approx 18 inches. I’m not sure if it’s ok to have base a little smaller than the base or if it would be best to get The bigger caddie size?

The 18" stand claims to hold 500 lbs. Always get a stand larger than the base of whatever you plan to place on it. The 20" will be a better choice. If the base is not too heavy and the rolling surface is smooth than there should not be a problem in moving it.
