Can the GFCI 10 ft in-line be used for a portable fountain pump

This depends on the amperage of the fountain pump, the gauge of this cord and whether there is or not a ground fault circuit breaker in the line that feeds power to your fountain pump already. Usually circuits that exit the house to external outlet boxes have a GFI breaker at the panel OR a GFI outlet at the first outside outlet box. If this is the case, then go with a less expensive electrical extension cable instead. If not, then as an alternative to this cord, replace the breaker at the panel for a GFCI one. If neither of the previous options are tenable, then this cord would work as it is outdoor use rated. You may need an adapter to convert the three-prong U.S. male plug to the IEC 320 connector (3 verticle slots for electronics power supply) at the end.
What height do you install an outlet for a vending machine?
This response is clueless to specific or applicable building code ordinances in your area. The kitchen at the office where I work, has the vending machines plugged in to the standard wall receptacle at a height off the floor equal to all other outlets around the building floor. With the idea that vending machines are not permanent fixtures, imagine seeing the outlet on the wall after the machine is removed.
