Yes, the tiles can be cut. A utility knife or vinyl tile cutter are recommended for cutting these tiles. For straight cuts, a straight edge and utility knife will work. For intricate cuts, a vinyl tile cutter is best.

there is an easy to apply liquid primer to help make sure it sticks, I love this floor. Installed it my self, and I am 70 years old
