It can be, but most commonly use as drawer bottoms, not shelves or forward-facing pieces due to the thinness and weight of the panel. You amy want a thicker/heavier panel. I would test paint a section first to make sure you get the desired outcome if you are thinking of using it in that way. Thanks!
Are these Plywood Waterproof
These panels are intended for indoor use only. The glue is moisture resistant, but not waterproof. If the "made in" is Indonesia, then there is more resistance than those made in Vietnam or China.
Can I use this for a shelf inside my kitchen cabinet
In a drawer, not a cabinet shelf.
