Yes, VIQUA VH410 comes with a Ballast/Controller. Our apologies that it is not mentioned or shown in the description. There is a full description in the instruction/assembly and product brochure on the Home Depot website but it should be included in the description. Thank you for the feedback.

It will will kill the bacteria in the iron but you would still need to do other treatment as well ahead of the UV but it will definitely help.
