can this be cut to the dimensions of the stud bays in my garage and screwed into the bare wood siding?

You can cut the felt with a utility knife, to whatever dimensions you need. The roll is 3' wide by 80' long ( I think). Easier to just staple the felt in place.

Could this be used as a replacement for joist tape for deck joist?

No, not that I am aware. Product does not have any adhesive and I assume joist tape has an adhesive.

Ordinarily roofing felt contains some asphalt, so any adhesive that is used for tile is unlikely to adhere well at all.

I have always used a heavy duty stapler to hold it down and then shingles/ freeze edge on top with roofing nails

The specs on the website say that this will cover 432 sqft . Your math ...10 x20=200 sqft. You will need just under 1/2 of a roll. In roofing and applying felt paper there is always extra left over. Good luck on your project.

We use this tar paper for a non-traditional use. We use it to protect the parking lot surface. We need to protect it from all of the grease which comes from the big gas fryers cooking deep-fried perch in our outdoor kitchen at or parish Lenten Fish Fry Dinner! Cooking over 1,000 pounds of fish makes a big mess, so we do the frying outside in a temporary shelter, and the tar paper is used to cover the parking lot so the grease doesn't stain it and it is easy to clean up, we just throw it away when finished at the end of the night!

In my 40+ year old house, I am putting in new flooring and in doing so, removing the 5/8" particle board sub-floor and replacing it with 5/8" plywood. The felt is a vapor barrier between the 1/2" plywood and the 5/8" plywood. The felt is easy to roll out, cut and put in place.
