Can someone please explain WHY a 1/4 in. x 2 in. x 4 ft board is actually 1/4 in. x 1.5 in. x 4 ft board? That makes no sense at all.

In the Hardwood Lumber business, it is standard practice to refer to dimensional lumber by the board's size when first cut, before it's been dried and surfaced. When the nominal thickness is less than 1", it is standard practice to refer to the thickness by its actual size and the width by its nominal size.

Would this be safe to use as a board and batten project for a bathroom wall (not directly in contact with water)?

Cant find if this is moisture resistent

Yes that would work out great. Just seal it with paint or a polyurethane when finished
