No. It is not kiln dried after treatment.
It is not wet with moisture, but with the treatment that keeps it from rotting. As this treatment dries out with time the boards tend to shrink slightly.
Are they available in 10’ lengths?

Can these be used as fence pickets? We need 4' pickets and this would give us three out of a 12' board. Difficult to find 4' pickets...
I used these for fence boards, I made a board & batten style fence, but they were basically pickets. Mine were various lengths. But the overall measurement of these was more than 144". They probably averaged 146" or so. I think you'd be ok with cutting 3- 48" pieces out of these. But check in the store first to make sure. Good luck
