You can cut this just like any other lumber. Most are a little longer than 12 ft, so be sure to measure both pieces when you cut them.

Can it be sanded and stained then polyurethane

Sanded,,, Yes it can be sanded,, but only if it's very dry. Place boards on the driveway, in the sun for a few days, and flipping them over every 3 to 4 hours to prevent uneven bowing -- Pressure treated is usually stored outside,, thus it's soaking wet ( can't sand wet wood ) -- There's 3 grades of Pressure treated wood ,, MC - MCA - and CCA ,,, so be careful what your buying. There is also the grade of the wood itself to consider -- I've coated many wood types,, with many different coatings,, and in every instance,, they didn't last more then 2 years,, regardless of what, and how I applied it ( for Outside duty ) Inside use is entirely different, for it doesn't see Sun / Water / Heat / Cold Wood expands, and contracts, so any coating applied will crack / split / flake off making to look horrible,,,, making it equally hard to pressure wash it completely off to recoat again I would advise not to coat it,, with anything -- Keep in mind,, you using the cheapest wood,, and your trying to treat it as furniture quality

Can this be used for fence post?

Yes,,,, but it won't last that long -- chemical retention number is very low at .16 of a lb. / cubic foot (PCF) = pounds / cubic foot (2.6 ozs / cubic foot of wood ,, very low) -- ground burial wood is rated at a much higher number than .16 -- ground burial wood should be at .6 or higher (higher the better) but try to find where to get it,,, that's the problem -- As a comparison water bulk head pilings are rated at 1 to 2 lbs. / cubic foot -- Suggest using 2" galvanized pipe as vertical support posts
