Are you meant to drill hinges into the metal reinforcement?

It is definitely preferred yes but not always possible. Sometimes a gate is on a corner and the way the metal lines up the screws will not hit. The aluminum reinforcement will still serve a purpose on eliminating flex in the post when the gate it swinging and shutting.
