Is this 32 Oz bottle a concentrate or diluted?

It’s ideal for counter-tops, tile, stainless steel, porcelain, fiberglass painted surfaces and more. However, it is not a food safe product per the Manufacturer. With that said, I have personally used it on grease covered pans but rewashed them right after with typical dish soap (as it does leave a slight film).
