No. Bears have exceptionally thick coats and skin. They would barely feel the shock from this charger.
I would compare the gauge of the single wire and the thin ones in the poly strap. I would assume the poly strap wires are very thin so the strap and single wire run would be very similar. If that doesn't help visit the manufacturer's website for more info or an 800# to call.
