Can this be used to prevent blotchiness in wood before staining?

I was recommended this product to use in place of pre stain wood comditioner. Will it work applied as such?

Yes, it can be used and is used quite often in the woodworking world for exactly what you're asking. All of the Blotch prevention products do is partially seal the surface to help even out the stain absorption, which this shellac is used for. Thin this product 50% with denatured alcohol and wipe a coat on the surface. I highly recommend that you make at least 2 sample boards to test different strengths and/or how many coats you apply of the shellac to get the evenness that you're after.

can it be used over stain?

I usually use Sherwin Williams sanding sealer and varnish but wanted to try something cheaper

It is a great alternative to Sherwin Williams. I was a loyal Duron paints user for 20 plus yrs until Sherwin Williams bought them out. I have found that Behr & other paint products have proven very well for me at a more affordable price. Have been using these products for close to 10 yrs now. The Bulls Eye has been around for as long as I have painted.

I'm putting wood from pallets can I use this as a finish

You can use this as a finish, and it will build up as shellac will dissolve the previous coat and become one thick coat at the end, unlike a polyurethane which is coat on top of coat. You just need to determine how much protection you will need as shellac isn't going to give you the same amount of protection as poly or lacquer but if it's not going to see much wear and tear, yes, you can use this for the top coat.
