Zinsser bulls Eye 1-2-3 1 gal. water based white primer and sealer provide excellent adhesion to glossy surfaces without sanding. It's great for interior and exterior surfaces. Outstanding low VOC and low odor formula is designed to resist blistering, peeling and mold and mildew growth. Works great in low temperatures, inhibits rust and seal tanning bleed.

Happy to Marv. Yes, Zinsser Bulls Eye 1-2-3 Water Based Primer can be applied to tile, this will provide excellent adhesion for a top coat. Bulls Eye 1-2-3 cannot be applied to floors, it is not designed to withstand foot traffic. - Rust-Oleum Product Support 6

40 yr painting contractor here why do you say erroneously? it says for 'all surfaces' right on the label. It's an all purpose primer that I use a lot of. short answer: 123 should be a satisfactory choice if the porch is prepared properly finish it out with a high quality deck paint

You can’t use anything on new pressure treated lumber, or it will bubble up. So, if one is planning on painting, then pressure treated is not necessary.

If moisture intrustion is your primary concern, I'd recommend you consider the UGL line of products found here at Home Depot: https://www.homedepot.com/p/UGL-1-gal-White-Ready-Mixed-Latex-Base-Drylok-Waterproofer-209160/203887568 This will address the mold and mildew portion of your question and it can be topcoated in about 3hrs with latex paint.

Thank you for your response. Rust-Oleum Zinsser Bulls Eye 1-2-3 Primer will not be able to block the efflorescence from reforming. You will need to remove the efflorescence first with a suitable efflorescence remover. - Rust-Oleum Product Support 5

Stain Bleeds Right Through. Does not cover.
See pics. This primer does not cover, even with two coats. Very uneven coverage in any case. A waste of time and money.

Thank you for sharing your experience! While Rust-Oleum Zinsser Bulls Eye 1-2-3 Water-Based Primer will trap most stains in the primer film, we do not recommend it for use on water stains or over tannins on wood that are not water-soluble. Instead, we recommend Rust-Oleum Zinsser Cover Stain Oil-Based Primer for those stain types.

Bad Batch or Bad Product?
I've been doing contract work for 18 years and have never had any issues with a paint or primer. It was my first time using this primer but I will never use it again. I was very disappoint when, after hours of prep-work, I applied a first coat of Bulls Eye primer over some oak wood only to have the tannin show through, even though it says it's able to cover it. I hoped a second coat would fix this, but it didn't. Not only that, but both coats dried with an odd texture as seen in the photos; like I had too much paint or not enough paint on the roller. I don't usually review products but this one is costing me so much time/money that I felt it should be mentioned. Super frustrating to have to sand all this off and start over with something else.

I am a pro with over 35 years working in the commercial painting industry. This particular job required a primer (tinted) that would stick to formica fixtures. I usually use Gripper but choose Zinsser this time. All fixtures were prepped, primed and painted. End product looks good and seems to stick well. Time will tell.

Wonderful primer!!!

Did not cover a old hardwood door that I have in my home, but I will continue to put on more coats. I wish I could have found something to cover these blotches in one coat or two coats. Probably OK for very light stains that need minimal cover.

Let's talk about this, Greg! If applying Rust-Oleum Zinsser Bulls Eye 1-2-3 Water-Based Primer on a more porous surface, like bare wood, and additional coat of primer may be needed. Please keep in mind, since this is a primer it will need an opaque topcoat for full durability and coverage. This primer will trap most stains in the paint film and prevent bleed through on the topcoat.
