A:  The actual R value is 3.5. Since it is a reflective blanket, it acts like R-19 insulation.

A:  It has a white covering on it.

A:  Always apply from the top down.

A:  Yes this will fit a 30 gallon water heater either gas or electric.

A:  That depends on the shape of your tank.  Measure the circumference and height of your heater.  I have a 50 gallon tank and it fits just fine.  The white tape that comes with it leaves no room for mistakes.  I did the job myself. Two people would make it easier. 

A:  You will need to check with Reliance. All we can tell u about is the water heater blanket.

A:  It is not fireproof. It is safe to use as long as you do not cover the fire box. The blanket goes above it.

A:  The Water Heater itself will be ok if it's less than 5 years old. the blanket will help for much older water heaters. the biggest concern are the 2 water lines, the one coming in and the one carrying water out. They need to be insulated from the water heater all the way to and thru the walls of the garage. Electric Heat Tapes would be the best. Fiberglass pipe wrap would also be good.

A:  Water heater never lets the water go cold. It only lets it get down to a preset temperature therefore the water is still hot. So it is a hot water heater.
