A: Woody, A tamper proof torx bit has a recess in the center of the bit to allow it to work on security or tamper proof torx screws or bolts. It will still work on non-taper proof bolts as well.

A socket wrench would probably be the best solution. An impact wrench would probably put too much force on the screw. To make the job easier make sure the socket wrench you're using has a long handle for better leverage. I hope this helps.
