The reason being is that since it is not an HVAC system there is no need of CFM calculations for a water heating system. It is recommended that a mixing valve complying with the Standard for Temperature Actuated Mixing Valves for Hot Water Distribution Systems, ASSE 1017 be installed. A:  If a mixing valve improved efficiency, all water heaters would have one built in. Keeping the tank at a higher temperature will increase the stand-by loss. Studies I've read say for a new install, to go for a larger tank instead of using a mixing valve.
