No adhesive. You stretch it as you wrap and it clings to itself. So yes, you could use it on either side.

Will this tape repair a cracked / separated / broken, metal non-bendable electrical wire conduit?

The only solution the electrical code will recognize as valid will be to do as you suggested, but... You need to fix more than the conduit gap, that gap means the ends are 1" farther apart than when it was installed and pulling the electrical wire inside the conduit which will eventually be dangerous. Another important question is why there is a 1" gap in the electrical conduit at all? Obviously the structure it's attached to isn't stable, and the ends of the conduit are now 1" farther apart than when it was installed, but why? Wood shrinks when it dries, and wouldn't cause a gap, so that isn't what's happening. Some part of the structure is moving and from your description it's still moving. 1" is enough to weaken nailed joints significantly, so Just watching it move could become an expensive show. If why it's moving and how to correct it isn't immediately apparent to you, then contact a civil engineering firm to take some measurements to determine what's moving and why and suggest a solution.

Not sure about permanently, but I used this to temporarily seal an element connection in a water heater for a month.

Can you tell me the lowest outside temperature that this product can be used?

Answer

This tape has to be applied to a surface that is 32 F or warmer at the time of application. Once applied it can go well below 0 to the point we don't even list a minimum temp. The maximum temp is 194 F with limited exposure to temps up to 266 F without degrading the tape. Thanks for asking!

I use this mastic tape as a cable guard on my mountain bike. Works great and stays put. I've had pieces stay on the bike through multiple washes and multiple seasons. Fantastic stuff!

This was an expensive option for something I normally use scotch 100 for but my local HD doesn't stock 100 (just 88). It worked well, sealed well and did what I needed, but at a hefty price.

Although expensive, this product accomplishes a variety of jobs. It seals cables from the elements, while insulating electrically. It also is a good air infiltration block as it adheres well inside electrical boxes.

Did what it needs to do. Grippy, the right amount of stretch, and a good working temperature range. You will need a roll for each split bolt wrap, with some left over.
