(1/2) No, the end stops are postitioned where the thumb lever will stop only at 6 and 9 o'clock. when you turn it around, it will become a 3/4 turn valve, where the ball will be partially open at either end stop that way.

Answering my own question - tightened with an 8mm Allen wrench, no more leaks. Had to buy a new set as my wrenches were all SAE but likely a good addition to my tool bag.

This is a quarter turn ball valve which is best for on-off control. The other type of sill cock is a globe valve which requires multiple full turns for full off to full on and allows better control for flows less than the full open. The issue with globe valves is that they have a rubber washer and rubber packing which fail causing leaks. Ball valves have no rubber parts to fail and last longer.
