Yes, but only 90 degrees.
(2/2) The handle will get in the way if you have a garden hose with a large coupling (or a plastic outer shell) that makes it easier to hand tighten. ie hose SKU 432543 is OK, 1004921552 I'd test out first. I had interference with one similar
(1/2) No, the end stops are postitioned where the thumb lever will stop only at 6 and 9 o'clock. when you turn it around, it will become a 3/4 turn valve, where the ball will be partially open at either end stop that way.
The black valve handle is a quarter-turn. There is enough space between the black valve handle and the male garden hose threads to allow for a female garden hose threaded connection to be made.

Just installed three of these and one is leaking, just a minor drip every couple of seconds. It looks as though there is a hex nut inside that can be tightened, but every Allen wrench I’ve tried is either too big or too small. Anyone know the correct size? Or if I’m wrong altogether about this?
Answering my own question - tightened with an 8mm Allen wrench, no more leaks. Had to buy a new set as my wrenches were all SAE but likely a good addition to my tool bag.
This is a silly question, but does the 1/4 turn allow you to easily regulate flow from the bib?
Yes just less turn
This is a quarter turn ball valve which is best for on-off control. The other type of sill cock is a globe valve which requires multiple full turns for full off to full on and allows better control for flows less than the full open. The issue with globe valves is that they have a rubber washer and rubber packing which fail causing leaks. Ball valves have no rubber parts to fail and last longer.
