Q:If I turn CCW too far will it spring a leak? It does not seem to be open and I keep turning it CCW but am nervous that at some point turning it too far will create a leak.

No, it is not the supply valve which only provides the source of the water. It is most likely your flapper that is leaking.
Check to make sure the chain on the flapper has not gotten lodged under the flapper.

New value leaking from screw hole for handle
Installed this value recently and though everything was good. Checked on it a while later to make sure it did not have any small leaks. Water was dripping from the bottom of the handle which seemed odd as a stem leak from the a loose packing nut should drip from the packing nut. Took the screw holding the handle off to discover a steady stream of water coming out of the screw hole for the handle. Picture attached. Not sure how that can even happen unless the plastic stem is cracked.
Taking it off and returning it.

This valve is cheap junk with low quality parts, construction and plastic stem. I cannot believe that HomeDepot does not sell any alternatives to it. The best case scenario for it is a cheap pipe to faucet connector and a flow restrictor. However, when it comes to the real purpose of it - locally shutting off water for plumbing repair/upgrade the valve utterly fails. I had two of these installed side by and side for several years and both failed to shut off the water and it wasn’t just a tiny trickle. Additionally, after trying to shut off the water one developed a leak at the stem.
I took both apart and the images show that the seat washer came apart in both valves. The actual plastic stem had the thread pieces broken off in both valves.

My made in China BrassCraft valve failed at only 6 years old in a way that caused a huge amount of problems. The rubber "washer" that controls the water flow self destructed and broke into pieces inside the valve. That meant you could no longer shut off the valve AND pieces of the washer went into the kitchen faucet and dishwasher and messed both of those up. So basically a simple $8 valve created a full day of DIY work and what would have been hundreds of dollars in a plumber's time. It required taking apart the single control kitchen faucet and replacing the cartridge valve. It also required removing the dishwasher and and clearing the rubber bits out of the inlet solenoid valve. This was a builder installed valve. And, after what happened, I would never buy a BrassCraft valvee. BrassCraft is Chinese junk.
