A: Were is that written? In the Specs I hope for his sake. Read the specifications to make sure he is not blowing smoke up your you know were. Is he the electrical inspector or just a run of the mill inspector? They are black so they should last a ;long time they are not affected by sunlight UV degradation.
A: I do not know of any plastic / nylon type wire ties that would be expected to last that long outside and in sunlight. Having used them in the Air conditioning industry for the last 25 years, I would guess 5 to 10 years is the limit they survive on rooftop commercial applications as they get brittle and snap. Inside is a different story.

A: I know this question is relatively old, but hopefully my answer/suggestion might help others. Why not use stainless steel zip ties? They can take the UV and heat "infinitely", and will likely outlast the panels.
A: I purchased these cable ties over a year ago to secure poultry netting to iron fencing. They are holding up very well. I no longer have the package they came in to check the specifications. You may want to contact the manufacturer for written documentation regarding their lifespan.
