Box that I bought my bulb in has the energy star label on it, so I would say yes it is.
The box says "Suitable for damp locations, but not for use where exposed directly to weather or water."
Mine do not hum or buzz.

Thanks, I ended up buying an indoor outdoor bulb. Seems the damp rating has to do with the fixture rather than the bulb.

Yes, this led bulb would output enough light to cover an 8 seat dining table at 4 feet above the surface. This assumes that the table in question is less than 10 feet on its longer side and that the light fixture does not cover the base of the bulb with an opaque shade.
The largest diameter is 30/8 = 3.75 inches.
