According to the label on the box, the bulbs are made in China.
I built my home 20 years ago. There are 28 open/recessed fixtures on one level of my home that your BR40's from 2019 work perfectly in. Now the new BR40's purchased in Nov. 2020 for the 2nd level of my home flicker. The same open/recessed fixtures are used throughout my home. Has there been a change in the manufacturing of the bulbs in the last year? I have all bulb boxes from the last two years and they look identical and the sku numbers are the same BUT the model numbers are different. Why would that be? Is it possible for me to purchase some of the old model of these bulbs?
Not sure. it depends if the plant needs the heat from the bulb. These bulbs don't really emit heat.
Yes this is absolutely safe. I don;t know the exact amount but it is only using around 16 watts as an LED
Only if they are installed into a fixture that is controlled by Alexa. The bulb itself is not a smart bulb.

Yes you can. They are a thick plastic vs the old glass ones.
