Is this fully threaded because the picture shows it’s fully threaded

I ordered some hex bolts and it showed the picture being full threaded an inch and a half long and they were not when I pick them up

A hex head bolt in smaller sizes may not have a shoulder, but after an 1-1/2" or 2", most will, but sometimes not. I was looking for a 1/4-20 x 2 yesterday and every bolt (except one) was fully threaded. I wanted the partially threaded bolt. Having a bolt fully threaded is usually not required in most applications, so it's not hard to understand why manufacturers might make that choice for longer bolts. A store specializing in hardware might have both, but excess inventory takes money. It's not always easy to get this type of precise information online at a big box "hardware store" and particularly when looking at a picture that's NOT a 2" bolt. I understand where you're coming from, but give an online retailer like Home Depot a break...

I counted approximately 16 threads on the threaded part which looks like its about 3/4'' long. They do not go all the way up to the head of the bolt.

It's definitely 304. That's the grade typically found is 304 in a place like Home Depot. If all a description ever says is "stainless steel" or "18-8," it's going to be 304. Overall, 316 can be better for certain long-term marine applications, but often isn't needed unless it's an aggressive application.
