Yes. In our case we have a hose attached to it and we just press the nozzle on the end of the hose to let water out and then close the bibb while still holding the nozzle lever. This does two things for us: (1) It gets as much water out of the hose as possible, and (2) stops the water from spraying through those little holes
That is correct, the white part will prevent this.
At our house we have 1 hose bib that uses 3/4" copper pipe and two that use 1/2" copper pipe and have appropriate hose bibs, but the threads on all of these hose bibs are standard and are 3/4" Garden Hose Thread, so this will work for your 1/2" hose bib

Yes, however I go an extra step and replace it with "The Hillman Group 4419 M5-0.80 x 5mm Metric Stainless Steel Socket Set Screw (10-Pack)" which allows you to tighten the set screw with an Allen (Hex) Wrench. This passes code in jurisdictions requiring the breaker to be on and not easily removable and the added bonus is it is removable with the wrench so if you have to replace the breaker or the hose Hose Bibb you don't have to buy a new Vacuum Breaker.
Most hose bibs have a 3/4" male hose thread (there are some old very rare ones that have a 1" male hose thread) so this breaker will fit all 3/4" male hose threads, so it should fit your Mansfield Hose bib.
They both function the same although the more expensive one might last a little longer than the brass one but will need to be replaced down the road. Service life is dependant on water quality and hardness. My brass Bibb lasted 6 years before I needed to replace it - we have very hard water. You can buy 3-4 of the brass fittings for the price of the more costly unit which may only give you a year or two more years of service.
Your 5/8 inch diameter hose will work fine because it uses standard 3/4 inch Garden Hose Fittings on both ends.
