The answer is yes if you don't have a main breaker or "TLM" style. The load center for TLM models are rated up to the amperage for that particular load center so it doesn't matter about incoming voltage. If you have a main breaker it would not trip properly based on the amperage being supplied. If your intention is to add a 150 or 200A service at some point you could then convert the TLM style load center to a main breaker by using THQMV150DP or THQMV200DP. Thanks for the question.

Thank you for your questions. 1. The TM1210CCU is a 100 amp main breaker and not suitable for a 60 amp sub panel. I would suggest TLM1212CCUP. It is a main lug version of the same panel that can be supplied with 60 amps. 2. The TLM1212CCUP will accept THQP breakers 1/2” frame breakers if that is what you have. 3. The TLM1212CCUP would also provide up to 24 circuits if using the 1/2” frame THQP breakers.
