This ground bar is specifically for use in GE PowerMark Load centers. Proper bonding is essential to create an equipotential plane between service grounds and equipment during fault and transient conditions. This equipotential plane provides a near zero voltage differential and serves to protect people and equipment during these events. Sorry, I mean, what grounding lug do I buy to attach to this bar that will accept a 2/0 aluminum wire. This will be used in a GE 40/80 panel that will be a sub panel. I need to connect the separate 2/0 aluminum ground wire that is required. Neutral and ground will be isolated from each other in this panel.

Something doesn't add up. The picture shows only 22 grounding holes with screws. The other two holes are only for mounting. But it is advertised as a 24-hole grounding bar. Right?

Yes, there are 24 holes as advertised which leaves you 22 positions left for terminations after mounting the bar. Hope this helps.

what are the actual correct dimensions of this grounding bar?

If the dimensions listed by the "community" are actually correct then GE Model TGK32CP would have the exact same dimensions as GE Model TGK42CP. "Community" needs to do a little more research before blindly answering a question.
