What is tamper resistant mean? Can I screw directly into fencing and posts or do I have to drill first.

First, tamper resistant means that the head of a screw can only be driven in, not backed out, as a rule . Tamper resistant Torx screws have a pin in the middle of the head. The tamper resistant Torx driver has a hole in it to accommodate that pin so the driver will recess all the way in to drive the screw in or out. Second, unless the boards are thin or you are screwing next to a board edge, you should not need to pre-drill.

I bought the regular drill (+) but head rather than the star type because the green deck star head tends to strip and become difficult to remove and re use. I am constantly mending fences on the horse farm. I need to find a sturdier head. These strip on install without all of my 180 body weight behind them. I think the green star heads may be a little better than these. I am using them mostly on PT.

Also, I bought a box of 2-1/2” screws, got home, opened the box and the box was full of 2” screws. I went back to exchange and the other 2-1/2” boxes were that way also. I informed an employee who removed the mislabeled boxes. I left with 3” screws.

I'm using them to build heavy-duty shelf supports, and these really grip the wood. Careful: you need to pre-drill holes for these, then set them with a hefty drill. Start at low RPM, then go top speed to set the screw.

They were the best thing to use on a deck. It has lasted over ten year's. I highly recommend them. If you want a tight fit. Soap is good to use, to make them easier to go in the wood.
