Can this be used to build the stairs or this only can use on exiting stairs?

This is for interior stair remodeling only. Not exterior.

Can this be used with balusters connected to the stairs? If so, how?

This product is for when you remove carpet and add hardwood treads to your stairs. After this is installed you can drill your holes and glue your balusters in as normal.

Is this piece shipped / received as a right angled piece. I need to cut width to 7 1/4"??

I don't fully understand your question, but it is shipped with the top tread and top trim already attached as one piece. The riser is separate. You should be able to cut it just fine as most people trim them up some before installation.
