Thank you for your interest in Hillman products. After the anchor is installed this part is used to open the wings of the pop toggle--it is inserted where the screw is inserted.
Hi, and thank you for your question. From this description, I would recommend going into the studs of the wall with screws to secure the mirror hangers. At least one stud should be used with screws. Secondarily, a toggle type of anchor can be used. Pop toggles can be used in plaster walls depending on the thickness of the plaster & lath. I would use the large size, 5/8 due to thickness of plaster and lath and ensure behind that is open space for the anchor to expand. If you find the thickness of the plaster and lath is thicker than what can be used with the pop toggle, go with a traditional toggle bolt with a screw long enough to install properly.

You must use a sharp thin knife to cut off the head and let it fall into the wall.
there is 4 barbs on the backside of the round face. and if you use the proper sized drill bit or the one the kit comes with there really shouldn't be a problem.
The Anchors come with a pin to pop the wings in place once inserted so if you use a battery drill, use it slow and low torque. I would suggest a screwdriver.
Don't remember but they come with it.
