You bet! They can't make "exact" cuts, but will rough cut to help you carry. OR, a pvc cutter is about $5 if you want to do it yourself

Only if you want to take plastic shrapnel when it bursts. Seriously, you need to read up on this, it is super dangerous. If you enjoy taking chances go for it. It may be rated at 600PSI, but that's not going to hold up under 90psi of constant air pressure.
Yes to both... PVC stands for Poly Vinyl Chloride, which is a plastic. Lead is a metal... And due to ROHS laws, (Reduction Of Hazardous Substances) you cannot buy pipe that has any lead in it in the USA... Copper pipe used to have a very small amount of lead, the solder was the main source of lead... Both are completely gone now...
I used 1/2" which is 7/8" outside diameter. It's good for about 4 ft pieces that won't bend. For a canopy that that uses 7 ft pieces, I would try 3/4" pvc, not 1/2" pvc. Buy a few pieces (not expensive) and do a mock up and see if the 3/4" pvc bends. You can return them without a hassle. good luck !
The outside dimension is 1/2"... The outside is the same no matter what schedule the pipe is, whether it's class 200 or schedule 40... The inside dimension is what varies.
