No!!! The best practice is to de-energize before working on anything electrical. If you are working on or around "Hot" or energized electrical cables the tools need to have insulation rated for the voltage along with voltage rated gloves and proper PPE as stated in NFPA 70E for arc flash protection.
Yes, they definitely cut 75, 50 Ohm coax no problem.
Never cut wire rope with cutters designed for cutting copper or aluminum wire. The cutter steel itself is not tempered enough to cut steel wire and will cause dings on the sharpened steel cutter blades. These dings will then cause a lot more energy to be used in cutting copper or aluminum in a normal fashion. To cut wire rope, ask for, or use cutters designed for this purpose.
I'm not sure because i didn't buy mine for that purpose but i don't see why it wouldn't its rated to cut 2/0 AWG copper wires.
