There are no numbers on the thermostat, just a sliding scale. You simply turn the knob until it comes on or goes off at the current temperature.

Yes, I have mine sideways and it works fine. It really is not "mounted" in a window. It sets on the lower window sill and close the window onto fan. I moves a decent amount of air on low speed.
