Use a white polymer-modified thin-set mortar suitable for natural stone, such as VersaBond White Fortified Thin-Set Mortar or ProLite Premium Large Format Tile Mortar (White). Mastic adhesives are not recommended for this product. Good luck with your project!
What could I do to paint over this material?
Answering my own question limewash worked great!
This ledger stone is not intended to be painted, and painting it is generally not recommended due to poor adhesion, uneven appearance, and potential long-term peeling. If a different color is desired, it is better to select a different stone finish or use a professional masonry stain instead of paint.

Does the arctic white have any shine/sparkle or is matte through out?
This does have sparkle to it. I was surprised when I received mine because the company stated it does not
