Are these water resistant? Or do the have a plastic coating ?

these magnets have no coatings and will rust if left out in moist conditions however they will still have their magnetic properties even underwater.

I have not tried, but believe you could paint them. I am not sure how well the paint would stay on them, however, if they were moved around a lot; I think it would scratch/wear off. I was told a metallic paint would bond to the magnet and stick, something like a anti-rust oil paint would work too.

Are the disc magnets positive and negative whereby one disc can be on one side of something and the other disc on the other side?

I am looking for positive and negative magnets so I can put one magnet on the back side of material and attach the other magnet to the front side of the material, and they will hold the material between them.
