You should be able to check pin continuity and if there’s sufficient conductive material inside it. Depending on what type of ballast you have you may be able to check it also. Follow the directions that come with it and you should be set.

No unfortunately not as far as pin testing goes it will only test double pin tubes and it will not test ballasts that are not electronic which would be most T12 ballast. It will test for tube leakage on any tube.
I have used it for T5 and T12 lamps. I think the instructions say it works best for T8’s. But it has definitely helped me with all 3 sizes. For ballasts it works with electronic, but not so much old magnetic ballasts. But if you have a magnetic ballast and the fixture doesn’t work, the ballast needs replacing.
