Yes, that is normal. It prevents the water fro going back into the hose.
It has rubber hose gaskets that need to be replaced periodically like any garden hose. I just replaced one that after around 10 years started to leak.
They are the same both are 3/4" pipe thread

Nnesa, this valve is made for connection to a hose faucet. You will need an adapter if you want to connect it to your kitchen sink faucet.
