Does one pack of this pro mix turn into 2 cuft ft total when fluffed and uncompressed? Or is it already 2 cu ft when compressed and then turns into 4 cu ft?

I have a 4x8 raised bed that I want to put a good seeding starting soil to use as a cold weather place to start lettuce, radishes peas etc . Is this suitable if a put down a layer of several inches and the cover them in a lighter medium?
