Hi Cyndy - I am not aware of any active recall on this product. There are a handful of states that have enacted legislation that prevent the sale of certain fluorescent tubes that do not meet energy requirements, it could be that is the issue.
This bulb will fit the same socket - but it is is a 5000K daylight color where your bulb is a 4100K cool white. There should be no issue to store until you are ready to install.
Your ballast should have a label that lists the compatible bulb types. If your ballast lists F32T8 then this will work with your ballast. G13 base indicates that the base is a bi-pin with 13mm spacing between the pins.
