What is fitting size? Is it inner diameter of the pipe? For example, 1" steel pipe has ID = 1" but OD = 1.315". So for this pipe, I need 1" flange, right?

From my measurements, approx. 3/8"-1/2" is added. No, you cannot thread the pipe to the depth of the flange.

What exact size screws fit perfectly with this?
A No. 18 wood screw nominally has a thread diameter of 0.294" so seems to be the largest that should fit. No. 20 is 0.320" so would not fit, based on the "approximately 0.31 inches" response given earlier.
