Can this be used to test both GFCI as we'll a son standard outlets?
Yes, of course.
Yes, this will test the function of the GFCI circuitry. After you have plugged into the outlet and confirmed that the polarity and ground are correct you push the button to test the GFCI. If the GFCI is working correctly it will trip the circuit and you will have to manually reset the outlet. Hope this helps.
