You do need a very good 12" saw that cuts straight. They usually start in the $300-$600.

It is 1" thick so the underside of the tread would be 10.5".
Yes. If nothing was on the tread before, the top riser will be just over half an inch shorter. In my case I removed carpet from the steps, so the difference was in-perceivable.
