Looks like chrome plated steel, which is dishwasher safe. Personally I'd scrub by hand with mild oven cleaner or Simple Green and a mild scrubbing pad. Wouldn't want that grease gunk in my dishwasher.

Yes, it will. The rack has a low profile so you will have ample room at top. When cooking ribs i use 2 of the racks as the ribs tend to lean forward at the ends. Also with this rack, oil prior to use.

You could fit 10 of them in a 14' smoker. Assuming you meant 14" yes it will fit fine
