Zinsser B-I-N 13 oz. spray shellac-based white interior and spot exterior primer and sealer can be used in low temperatures and sticks to any surface without sanding. The primer seals stains from water, smoke, and fire damage. It also stops bleeding knots and sap streaks. Dries to the touch in just 20 minutes. Recoat after 45 minutes.

My husband thought we should use a silicone for a better paint line on the ceiling but turns out it was not paintable silicone so while taking the tape off the paint came off too. Will this seal the silicone so that I can paint over it?

If I use this on wood knots bleeding sap (exterior wood deck), can I apply water-based stain over it? Can the bleeding issue happen again?
The concern with using the Rust-Oleum Zinsser BIN Shellac-Based Primer and Sealer is that it's not designed for use on a horizontal surface. You can certainly spot prime on the vertical surfaces on an exterior surface, but the product will not hold up as well on the decking where you'll be walking on.
