Brass water barrel spout got knocked off from inside. I can fit it perfect back in its hexagon hole but need to use a epoxy like they did.. will this adhere to the brass sleeve and bond to the plastic water barrel?

No. The barrel is polypropylene. Look to methyl-methacrylate for this

            Would this self-fusing silicone tape work on a cast iron sewer/drain pipe with a slow leak at the joint? It’s a gravity drain line, not a pressurized water supply pipe.

            Yes, the tape can work for this but may need to be replaced periodically due to the chemicals in the mix
