The pressure balanced valve must have both hot and cold water turned on to the valve to operate. Also, it is recommended, before the water supply is turned on, to remove the cartridge and flush out the valve. This will eliminate debris from the valve. A:  Home depot has a big selection of shower arms with different lengths to fit your needs. It does not have to be a Moen brand.
